Bullies- Born that way or taught?

Recently, I got into an interesting discussion with a friend on Facebook about bullies. They stated that though they had been sent a link to an article stating that bullies are basically “insecure, full of fear and acting out”, they thought that “some people are just born assholes”
I’m of two minds on the subject. I think that bullying is a learned behavior. According to studies done, child bullies are children who learned anti-social behavior at home, in school, or elsewhere in their social environment. If a child is raised in a home where violence, be it physical aggression or verbal aggression, is accepted as a valid technique to get what one wants, they will model those behaviors. “If children live with criticism, they learn to condemn.If children live with hostility, they learn to fight.” – Dorothy Nolte
However, there is also studies that show that genetics can play a part. For instance, some people are more predisposed to violence and aggression. However, not all people with these tendencies become bullies. Some are able to find ways to take out their aggression and anger in more manageable and healthy ways.
What do you think makes a bully? Genetics (just born that way?) or are they the product of a bad environment?
