Coupon Doubling Question

Hello everyone!  My name is Elizabeth, and I am brand new to couponing, and I am kind of lost about this whole "Coupon Doubling" rule.  I know that if I have a 50c off coupon, it will double so that I get $1.00 off that item at the register.  What I don't understand is the "doubles up to a dollar" phrase I've heard time and time again.  Does that mean that if I have a $1.00 off coupon it won't double, but a 99c off coupon will?  What does it mean?????  Please help!  I can't understand how I see people getting $3 off a single item, unless there's something I'm missing.  Thank you in advance for any and all replies!
