We have silos of local citizen-run groups. There is a recognized need to build an umbrella community -- to share information and resources, while each group maintains its functional autonomy. I've build a <a href="http://ourcommunity.wordpress.com/" target="_blank">beta site</a> (using the free wordpress.com hosting).
