President Obama began tonight's address to a joint session of Congress by noting that all week long, the media has been asking what the speech would mean for his presidency, Congress and the next election. Transcript of Obama's Jobs Speech

Mr. Speaker, Mr. Vice President, Members of Congress, and fellow Americans:

Tonight we meet at an urgent time for our country. We continue to face an economic crisis that has left millions of our neighbors jobless, and a political crisis that has made things worse.

This past week, reporters have been asking "What will this speech mean for the President? What will it mean for Congress? How will it affect their polls, and the next election?"

But the millions of Americans who are watching right now: they don't care about politics. They have real life concerns. Many have spent months looking for work. Others are doing their best just to scrape by – giving up nights out with the family to save on gas or make the mortgage; postponing retirement to send a kid to college.

These men and women grew up with faith in an America where hard work and responsibility paid off. They believed in a country where everyone gets a fair shake and does their fair share – where if you stepped up, did your job, and were loyal to your company, that loyalty would be rewarded with a decent salary and good benefits; maybe a raise once in a while. If you did the right thing, you could make it in America.

But for decades now, Americans have watched that compact erode. They have seen the deck too often stacked against them. And they know that Washington hasn't always put their interests first.

The people of this country work hard to meet their responsibilities. The question tonight is whether we'll meet ours. The question is whether, in the face of an ongoing national crisis, we can stop the political circus and actually do something to help the economy; whether we can restore some of the fairness and security that has defined this nation since our beginning.

Those of us here tonight can't solve all of our nation's woes. Ultimately, our recovery will be driven not by Washington, but by our businesses and our workers. But we can help. We can make a difference. There are steps we can take right now to improve people's lives.

I am sending this Congress a plan that you should pass right away. It's called the American Jobs Act. There should be nothing controversial about this piece of legislation. Everything in here is the kind of proposal that's been supported by both Democrats and Republicans – including many who sit here tonight. And everything in this bill will be paid for. Everything.

The purpose of the American Jobs Act is simple: to put more people back to work and more money in the pockets of those who are working. It will create more jobs for construction workers, more jobs for teachers, more jobs for veterans, and more jobs for the long-term unemployed. It will provide a tax break for companies who hire new workers, and it will cut payroll taxes in half for every working American and every small business. It will provide a jolt to an economy that has stalled, and give companies confidence that if they invest and hire, there will be customers for their products and services. You should pass this jobs plan right away.

Everyone here knows that small businesses are where most new jobs begin. And you know that while corporate profits have come roaring back, smaller companies haven't. So for everyone who speaks so passionately about making life easier for "job creators," this plan is for you.

Pass this jobs bill, and starting tomorrow, small businesses will get a tax cut if they hire new workers or raise workers' wages. Pass this jobs bill, and all small business

Audacious speech. Sweeping reforms. Like the Education to 18 proposal, Ontario Canada has that in place and it's working well. Thinking a lot of upfront investment costs in the country's future, but so necessary. USA used to be first. They can be again. Now that Iraq is no longer the billion dollar drag on the economy, some of those funds can be directed in US domestic issues. Quite sure POTUS has itemized everything. Now THIS is a president.

Obama's speech was great, as was the jobs bill. Let's do something now.

The one thing lacking is a BHAG. (Big Hairy Audacious Goal). Refurbish roads and renovate schools? That's fixing, not creating. Let's get a high-speed rail system across this nation. Put people to work, improve the environment and get us on-par with the rest of the world. That's still catch-up.

I couldn't help but think of Kennedy's response to Sputnik: Let's put a man on the moon.That was an unthinkable BHAG. Yet, think of the of the industries that goal spawned.

Where along the line did we get so darned pessimistic?

TheBlackTortoise I couldn't agree more about a BHAG. It helps unite everyone around a common goal. As a long time fan of the space program (and someone dismayed at the end of manned space flight) I wish we could have one related to space exploration. But I'll take high speed rail too! Something has to happen and fast. It can't be nitpicked and delayed. It has to happen. Fast. Things are desperate out here in the real world where jobs are not to be found and growth is nonexistent. So I agree with his slogan - Congress needs to pass this right away.

I thought it was a GREAT speech about a GREAT jobs bill. If the Republicans refuse to pass it, they'll just be proving that their hate of Obama and refusal to cooperate with anything he tries to do trumps their care about the American people.

The speech was a wasted opportunity for the President. It was one part campaign speech (the repetition of phrases is a speech tactic that's better for the stump than a joint session of Congress) and two-parts failed Stimulus policies. There was also an aura of Nancy Pelosi "we have to pass the bill so you can read it" mentality in there as well.

The AP has already scored the American Jobs Act as NOT paid for by other budget cuts or "revenue enhancements" otherwise known as tax increases.

I think it's rather galling that the President stood up and said we need to spend $450 billion MORE after TARP, after the Stimulus, after Obamacare and especially after the country came perilously close to defaulting on our existing debt.

With the bright minds at the White House, isn't there any other way to help the economy besides more government spending?

And with those attitudes, nothing will ever change in this country. We don't have the luxury of "washing our hands" of our President, regardless of how you feel about him. The issue here is our country, not one man or even one political party. While I haven't had time yet to fully digest the details, I find it difficult to believe that it's all trash. How about we all try something new and put politics aside and focus on what's going to get the country out of a recession?

I agree with Nichole & Terri....last night was just more of the same...I watched his lips moving and all I heard was "blah blah blah!"

Personally I admire him and wish him the best of luck because he took over a huge mess. He isnt a miracle worker and the Dems and repubs need to work together not just work against each other.

Sounds like another stimulus package with a new name... and the previous two didn't work. The only part that sounded descent was tax breaks for small businesses. We need to let them do their thing.
