There are an alarming number of poor women with children who aren’t employed and aren’t supported by the government. They show up at my Dad’s food pantry every week with metal shopping carts and a toddler in tow. Olga Khazan at the Atlantic summarizes the findings of a new report by the Urban Institute, which looked at why the women weren’t on TANF and how the managed to support their families. . . .
