What is the Basis For Removing Comments?

How and why are comments (not spam) removed? Who gets to decide? I don't think posters should have the right to remove comments that criticise their posts or disagree with their perspective. If you allow that, then this site has no credibility as a forum for ideological exchange. Of course, foul language and harrasment should not be tolerated. But who decides?

Posters do not remove comments

There are only a few people who have the ability to remove comments from the site. I am the one who most often removes comments and I almost always send an email to the person whose comment was removed.
